Personnel

Vincent McCarley, CEO, has overall responsibility for all accounts and is responsible for directing the resources of BMcB toward the successful completion of all investment banking and financial advisory services. Since 1990, Mr. McCarley has structured over 200 transactions totaling over $4 billion, both as financial advisor and underwriter.

Leonard Berry, Managing Director/Principal, serves as day-to-day banker on a broad range of financial advisory and underwriting assignments. Additionally Mr. Berry provides the overall underwriting and sales supervision.

Don Backstrom, Managing Director/Principal, serves as day-to-day banker focusing primarily on the structural issues associated with revenue bonds. He has significant experience involving pledged revenues, including sales taxes, water and sewer, as well as tax increment financings. Mr. Backstrom also has had direct involvement with the utilization of structured derivative products.

VINCENT E. MCCARLEY, CHIEF EXECUTIVE OFFICER

Vincent McCarley has served as a senior manager and financial advisor for numerous governments, financing authorities, and non-profit organizations throughout the United States. Mr. McCarley’s senior engagements have included state agency issuers (California, Washington, Connecticut, and Mississippi), major cities (Los Angeles, Baltimore, Indianapolis, and Philadelphia), in addition to a wide range of local issuers. Recent financing engagements have included airports, seaports, redevelopment, education, water/sewer, and other infrastructure. His experience also includes capital fund planning, the analysis of project financings and related bond pricing, escrow structures, yield analysis and transferred proceeds.

Recent financing engagements include Alameda County RDA, St. Louis Board of Education, CA Infrastructure & Economic Development Bank, San Diego Regional Airport Authority, San Francisco Bay Area Rapid Transit, CA Health Facilities Financing Authority, Detroit School District, San Francisco RDA, Oakland Joint Powers Financing Authority, CA Department of Water Resources, and CA Public Works Board among others. Mr. McCarley serves as lead co-financial advisor to the San Francisco International Airport, San Francisco Community College District, and East Bay Municipal Water District.

Mr. McCarley is a Municipal Securities Principal, with Series 7, 63, and 53 registrations. Mr. McCarley holds a MBA from Pepperdine University, a MA from Ball State University, and a BA from Indiana University.


LEONARD R. BERRY, MANAGING DIRECTOR/PRINCIPAL

Leonard Berry has over 20 years of combined professional experience in the investment banking and brokerage industry. He has served as a project leader in numerous financial advisory and underwriting capacities. Mr. Berry's activities include account development, structuring and marketing of bond issues, securities and investment sales, feasibility studies and cash flow analysis, official statement preparation, public and private financial presentations, and general banking. He currently serves on the statewide Debt Technical Advisory Committee for the California Debt and Investment Advisory Commission.

Mr. Berry has extensive experience with transportation, infrastructure, and redevelopment oriented clients. Mr. Berry's financing experience includes providing services to Alameda County RDA, CA Infrastructure & Economic Development Bank, City of Inglewood, San Francisco Bay Area Rapid Transit, CA Health Facilities Financing Authority, San Francisco RDA, Los Angeles CRA, Oakland Joint Powers Financing Authority, CA Department of Water Resources, CA Public Works Board, City of Atlanta, Port of San Francisco, San Diego RDA, and San Francisco Transportation Authority among others. For the last six years, the Port of Los Angeles has benefited from Mr. Berry's enterprise financing expertise as co-financial advisor. He is also financial advisor to Tuskegee University.

Mr. Berry holds a Master of Communications and a Bachelor of Arts degree with a major in Social Communications and General Studies from the University of Washington. Mr. Berry is a Municipal Securities Principal and General Securities Principal, with Series 7, 24, 52, 53, and 63 registrations.


DON BACKSTROM, MANAGING DIRECTOR/PRINCIPAL

Prior to the establishment of BMcB, Don Backstrom served for thirteen years in California State Government. For over six of those years, Mr. Backstrom served as California Deputy State Treasurer, where his duties included serving as the Executive Director of the California Industrial Development Financing Advisory Commission, the California Educational Facilities Authority, and the California School Finance Authority. Mr. Backstrom’s Wall Street experience includes two major Wall Street firms and four years at a small minority firm.

In his career, Don Backstrom has served as Senior Manager on over $8 billion of various types of financings. Mr. Backstrom’s clients include the CA Infrastructure & Economic Development Bank, City of Inglewood, CA Health Facilities Financing Authority, Los Angeles CRA, CA Department of Water Resources, CA Public Works Board, Los Angeles Community College District, Riverside County RDA, San Diego RDA, State of California, Santa Clara Valley Water District, Los Angeles Wastewater System, and Lynwood Public Finance Authority among others. Mr. Backstrom serves as financial advisor to the Compton Community College District.

Mr. Backstrom attended the American Institute of Banking, California State University at Dominguez Hills and holds a Series 52 Securities registration.


JACQUELINE LEE, ASSOCIATE

Jacqueline Lee provides general administrative and analytical support. Ms. Lee has extensive mathematical computation and organizational skills and will be instrumental in all aspects of the operational requirements of any assigned engagement. Ms. Lee currently tracks and documents all of our variable rate, auction rate and commercial paper transactions and provides reports to the issuing authorities as requested. Additionally she generates time & responsibility schedules, deal spread sheets and other mathematical models as required, and helps monitor all of our trades with our clearing brokers, clients and dealers.

Ms. Lee graduated magna cum laude with a bachelor of art degree in economics from the University of California, Santa Barbara.
